Policy in Practice: Catching Up with Federal Bills

Federal recycling legislation is notoriously hard to pass through both chambers, but that doesn’t stop lawmakers from trying. This month, five federal bills were introduced: HB 9987, which would direct the EPA to study the feasibility of establishing a national database for tracking recyclable materials, recycling infrastructure capacity, material recovery outcomes, and extended producer responsibility (EPR) program performance.
